Freese and Nichols, Inc. Stormwater Design Manager/Program Manager in Houston, Texas
We are currently searching for an experienced engineer to serve as a Design Program/Project Manager for stormwater design projects in our Houston Office. The preferred candidate will have progressive and documented experience leading moderate to complex drainage design projects for a diverse client base, design oversight of various experience level staff, and coordination with other FNI technical disciplines including geotechnical, structural, and construction. Documented experience with Harris County and Harris County Flood Control District as well as other municipal and county drainage entities which includes client coordination, analysis, report preparation, public meetings, and development of standard and non-standard construction documents is required.
The preferred candidate will be responsible for leading the design and preparation of construction documents for complex stormwater and heavy civil engineering construction projects including earthen channels, concrete channels, detention/retention ponds, retaining walls, energy dissipation structures, drainage pump stations, and roadway drainage design. The preferred candidate will have strong technical writing skills and a working knowledge of hydrologic and hydraulic analyses.
Experience with water quality, fluvial geomorphology, and large basin hydrologic/hydraulic modeling and mapping is a plus. Preferred applicants will be actively involved in projects greater than 50% of their time, have strong communication skills and functional management abilities, and will be required and able to teach, coach and mentor less experienced engineers.,
The preferred candidate should have experience in managing all ranges of project size, preparing and maintaining project schedules, tracking project financials, preparing status reports and invoicing. Candidate will work independently as well as oversee the work of teams of professionals and technicians. The position includes a high degree of client interaction and a commitment to client service. The role also encompasses business development activities, including proposal preparation and some marketing activities.
Principal Duties and Responsibilities:
Leading the development of design plans, technical specifications, and cost estimates.
Serving as Project Manager/Program Manager/Engineer of Record to lead the design and monitor progress of projects.
Planning, scheduling, and executing engineering work for projects and serving as the liaison between clients, regulatory agencies, subconsultants, and design teams.
Resolving a variety of complex problems, (i.e. conflicting design requirements, unsuitability of conventional materials, difficult coordination requirements).
Desired Skills and Experience
Bachelor’s Degree in Civil Engineering is required.
Registration as a Professional Engineer in Texas is required.
Qualified candidates will have strong technical, production design, writing, and teamwork skills, as well as project and team management experience.
Approximately 10 years of progressive work experience in the design of stormwater infrastructure in the areas of open channels, detention ponds, and energy dissipation structures.
Must have strong technical writing skills and a working knowledge of hydrologic and hydraulic analyses.
Must be knowledgeable in erosion and sediment control criteria, stormwater management regulations, and permitting processes.
Technical ability to prepare feasibility studies.
Must be self-motivated, able to work independently and multi-task, lead junior staff and work with a project team to completion of a task.
Familiarity with Harris County and Harris County Flood Control District standards and procedures including design standards, CAD standards, and experience developing construction packages.
Familiarity with TCEQ dam safety requirements is a plus.
